      Hello!

      A possible reason is pdm.dll is corrupted, or overwritten by other applications to a very old version (usually by old Office packages).

      Please reinstall/install VS Tools.
      1. You can download the latest version here: visualstudio.microsoft.com/downloads.
      2. Scroll down the page and expand “Tools for Visual Studio 2019“, where you could find “Remote Tools for Visual Studio 2019” (at the bottom). This is a free tool from Microsoft and this tool contains the latest “pdm.dll”.
      3. Please restart your system after installation.
