Is it safe to say that for a web page whose control locations change dependent upon screen size or any other reason will not necessarily work well with ZapTest?

Hello bruce.spring,
ZAPTEST can easy work with a webpage on a different resolutions/locations. But some pages could have completely different views for some sizes, so script should be written according to those technical requirements.
Also ZAPTEST has special methods to set the window coordinates:
• SetWindowSize
